Here's a argument; most of the cuts are worthless. We do not need to see a wide shot of the cafe as CIA is being served his coffee at 0:56 What do we learn from this cut? That their in a dinner, that CIA is being served? Most of these cuts share the same problems; there meaningless, and its more likely that these quick cuts used to bring fake tension to the scene.
