you could set up tents there and live via hunting/gathering sure, but thats not habitable by modern standards. there are no roads or paths that go through it, the rocks make it impossible to create such things (not impossible but stupidly difficult) currently the only way to get through is to either hike it on foot, which is incredibly dangerous, or fly over it. There are isolated indigenous tribes that live around Hudsons Bay on the other side of it, but they're incredibly racist and don't allow outsiders to stay for too long.
