The new characters they added in the final season played by Joe LoTruglo and Ian Roberts were at least comedic though that was probably the shows worst season. Getting rid of Garcia and blonde bimbo chick was a mistake

Early on I think she was supposed to be the only “straight” cop, despite being obviously gay. She ends up being just as incompetent as any other member, though. She’s kind of one-note as a character, so I agree with you.
