I think in some way this is the weird way that Lynch trains us in his symbols and language within the series so that something we initially associate with events pertaining to BOB and the Palmers we then come to associate back with the Palmers and specifically Sarah come S3. It's another circle that he presents of each of these things referencing each other.
It's the sense of the whole thing coming back in on itself, where I think all of the clues and visual language and the series just lead back to the Palmers, especially Sarah Palmer. She was a hyper-prominent character for how little she showed up, and her voice played basically an important causal role.

one of my favorite sequences is the entire section in part 11 with Bobby and Shelly and Becky in the diner.
you think they're all a family, then Shelly runs out while her daughter's crying to kiss that random drug dealer dude. then, a gun goes off in the diner. Bobby goes to investigate and some kid shot his dad's gun at the window. and the lady constantly beeping behind him, he goes to investigate and she just yells about her dinner or something, and her son starts puking everywhere. it's just like a descent into madness.

The white horse represents ignorance, overlooking of abuse, looking away from the truth. Sarah Palmer knew that Leland was abusing Laura in some way and she had to have known that he was spiking her drink every night but she looked away. This is also relevant to the entirety of Twin Peaks. Booby points out that everyone seems to have known deep down inside that something was wrong with Laura but nobody did anything about it. Everyone looked away. Likewise, everybody came together in support of Sarah Palmer when Leland and Maddy died, but not even a week later and everybody goes back to pretending like nothing ever happened.
