You misunderstand, it's not there to add mystery or story.
David just really likes the image of a woman in a long black dress leaning down to whisper to an aging and bewildered man in a suit against the backdrop of the red room. He shows us this because it is a powerful image that conveys a very particular feeling in the viewer. And it does. What she's saying, if anything at all, has nothing to do with it.
He does not care about mystery or story or any of that interpretive stuff. It's not a puzzle, and he's not making puzzle pieces for you to put together.

"Mystery" in the sense that it's something you're supposed to solve? Hell fucking no. Any actual resolution you see in Twin Peaks is the work of Mark Frost at best and the studio at worst.
This is precisely why people got so shaken up by The Return. They wanted an actual mystery with an actual resolution, and that's never been David's thing. He's about feelings and emotions, not logic.
If you mean "mystery" in the emotional sense, as in being in a state of suspense, then of course he's into that.
