The only storyline I thought was interesting was the popular kid who was actually Elliot Rodger. Everything else had been done better in other movies, and stories. Like the woman who lives dual lives, or the corrupt cop who gets fucked over by the Yakuza

It is Satoshi Kon so therefore better than 90% of anime. That said I preferred Perfect Blue or Tokyo Godfathers.

This and Bleach had top level opening sequences and then the shows themselves diverged quite a bit. This one's frantic yodeling and zooming-out from characters one at a time was probably the most arresting and engaging title sequence on TV in its era.

I'm a big fan of it, but even I have to admit that the message the show wants to convey can be summed up with 'clean your room'. It's Jordan Peterson tier philosophy, which works in a healthy society, but provides you with no clues as to how to fix a degenerated society, like the one you're living in in the west right now.
There's no surefire way to fix a degenerate society, though. That's the whole point of "clean your room".
