Its humor is the very dated wacky mid 90s "anime humor". Too wacky for the setting. The more serious episodes are pretty good but there aren't many of them.

Eh I don't know, what I remember always liking about it were the great characters and the universe, even though I remember the comedy being occasionally out of place but never enough to ruin the experience. If it's anything like the movie I'll probably still enjoy it.
