Well its clear that for season 4, El's powers will slowly come back and she will eventually search for Hopper because she misses him. Hopper jumped into the gate at the mall before it closed and got stuck in the upside down, then captured by the Russians. This will bring Will, El and Joyce back to Hawkins and then find Hopper and fight the mind flayer in the upside down.
