You're not supposed to take him seriously as an actual bully, I don't think, or at least I feel like that's not what they intend with his character. He's ugly, skinnyfat, kinda dweeby himself, and doesn't have much in the way of social pull; he doesn't have his own clique of assholes, but rather hangs around the fringes of Peter's own circle. He's like a comedic frenemy, more than an actual antagonist.
