Both were kind of at fault but for different reasons. DP for fixing lights during blocking, when he should've had that figured out and done before blocking even begins. And Bale, for freaking out like a lunatic and being unprofessional. He was obviously mad about something and taking it out on him, or perhaps he just didn't like him and was looking for any excuse to attack him. No rational person would have gone off like that for something like this.
It's important to note that this was a rehearsal/blocking and no cameras are actually rolling for that reason. It was not an actual take of filming in other words, like many seem to think. The point is the DP "should" have had everything figured out before blocking begun which is the standard procedure for picture making.
