The War on Terror did escalate it even further. Previously it had been mostly contained to efforts in the War on Drugs since the '70s. But it was slowly building for a long time due to having to deal with organized crime growing and getting more and more organized. The only way it could have been nipped in the bud really is if the US had committed itself to a complete dictatorial purge of every single criminal element affiliated with organized crime.

Is the militarization of the police in the US a cyclical result of the 2nd amendment? You arm the citizens, and then to maintain order, the police must be more heavily armed, which then results in criminals and undesirables within society arming themselves further, etc.

Cops have become worse as criminals have become worse. I watched a bodycam video the other day where cops were called to help a nigger who was passed out on a bus. They'd gotten him off and sat him on the side of the road, when he came round, pulled a gun and started shooting. Killed a firefighter who was there and shot both a bystander and a cop before they put him down. Completely unprovoked and random. Yet there was no big national media coverage of it for some reason, despite it showing exactly why cops are usually (and need to be) so twitchy and trigger-happy...

No, the feds give police departments money and access to military hardware like armored vehicles and automatic rifles, but unless the police make use of the equipment the feds will cut their funding for the next year.

This means that it's in the best financial interest of the police to break out their big toys whenever possible.
