No. That's what white has always meant. That's why they could become citizens from the founding of the country. Not all whites were thought to be equal, nor should they be. Some were thought to be a lower-tier. However, most of the bias was a result of the Protestant vs. Catholic divide.

They weren't citizens. Congress later passed a law banning Chinese immigration. Even the abolitionists (at least in their rhetoric) thought the negroes would have to be removed from the American population if they were freed. Lincoln certainly thought so.
