I live in New Zealand. The minimum wage is $17.70 an hour. Waiters and waitresses therefore earn $17.70 an hour (or more). Therefore, nobody expects you to tip and many establishments do not allow tipping. It really is that simple. It is patently absurd to pay your workers 25% of the minimum wage and expect your patrons to make up the additional 75%.

I was a dishwasher for a bit when I was at college at this little old school diner, didnt have one of those big industrial dishwashers or anything, just a sink and a sanitizer... when it got busy you had to go lightning fast to keep up, just keep your head down and go non-stop to the point where you just turn your brain off and get into a quick robotic rhythm. You could see in to the dish pit from some parts of the restaurant and this big table of chinks came in and one of them saw me and left like 40 bucks and said "that's for the dish man" to my manager. started hating rich chinks a little less after that

I think tipping is dumb as fuck but I suppose the rationale would be that if the food is expensive it's typically a much nicer restaurant which requires a lot more experience and a much higher degree of professionalism to work in. A waitress at Applebee's is a hell of a lot different than a waitress at some fancy fine dining joint with an accomplished or renowned chef. They hold themselves to a higher degree of professionalism and they generally would be subjected to a much more rigorous hiring process... this naturally means that those that actually get to work there are of a higher caliber and command a higher pay grade.

Legislations has to change fitrst. Restaurants aren't going to change overnight. They have to be handled forcefully by the law making them equal to everybody else, stating they must pay their employees the same wage as all other industries. No "clause" stating they can pay less than minimum as long as the rest is covered by tips.
