Virginia, the Carolinas, Georgia, and Miami are home to some of the largest ports in this country as well.

On top of that you have major shipping ports in NYC, New Jersey, and Philadelphia. All less than two hours from Kensington, in North Philly.

On top of that, GlaxoSmithKlein, AstraZeneca, Merk, Pfizer, J&J, Novartis, (I could go on) all have their U.S. headquarters in northern New Jersey and NYC. You can imagine what kind of money these companies are deploying to keep prescription drugs being passed around like candy.

Philly/Kensington are in a seriously woeful spot to deal with illegal and legal drugs.

Beyond that reality, whites are a minority in the city. City government ebs and flows back and forth between white guilted Democrats, and old jewish money Republicans. The Democrats won't get tough on crime, or "the community" rises up, and they've started to advocate for open injection sites in Kensington too. The Republicans all real estate developers, or lawyers, and they seldom stand for anything besides deploying city funds to benefit the personal projects of their campaign contributers.

Beyond the geographic/economic factors its a lot like the "homeless crisis" cities like LA, Seattle, and San Francisco are facing.
