Somebody has to work to keep the replicators running. They won't do it for free. A totally NEET society can exist, but Star Trek isn't advanced enough for that. Manual labor is still required in many fields

There's clearly some form of economy because things like owning your own starship are still very uncommon. Essentially everyone is on welfare that makes it so they don't have to work, but if they want anything more than the average things in life they need to do more.
