I think Billy has a larger story to tell. Sure it's possible he'll die this season, but I'd be surprised if they killed him off without first developing his character which would likely take another season to fully explore. The scene with his dad makes you feel sympathy for him and hints that he wasn't so bad once upon a time. But at the same time, I don't think he'll ever become a "good guy" or a part of the gang. At best maybe he'll somehow find a way to kill the mind flayer that also involves killing himself.
