Video games don't translate well to film because they are removing an aspect of the material, interaction. Video games are about being able to control the experience at some level and interact with it. Movies have zero user interaction. DX has a high level of player choice and things to discover on your own. A movie adaptation would force one "play-style" onto the viewer. You would miss out on the option to choose how JC would engage enemies be it lethally, non-lethally, somewhere in between based on your morals, stealthy, loud, method of information gathering and so on.
A DX movie might work, but its going to miss out on everything that made the game memorable. It would require a studio that actually cares and is willing to go the extra mile and ignore marketing trends. Realistically, we would get a dumb action movie that fails to communicate any of the deeper messages of the game. It would most likely use Human Revolution and continue to play up up the racism allegory.

Why are they still sending in a single guy, even if that guy is a genetically enhanced super soldier?

To see if the money put into that agent was worth the investment and JC's success gives Bob Page the go-ahead to continue funding and working on the augmentation technology needed to eventually merge with Helios. It's why JC can also merge with Helios as the technology is the same. JC is a test bed for what Bob Page would eventually put into himself, thus the title of the game alluding to the phrase Deus Ex Machina, "God from the machine."

What would you say it is then? I find the most important aspect of a video game is being able to interact with things. Deus Ex's story is engaging but a lot of it comes from the way that only a video game can present it. You could follow what is only shown by doing the key events in the game but you will miss out on a lot of the small world building through NPC interaction, emails, books, newspapers, and data pads. Spending time on those things in a movie will come off as waste of time in a movie or it will appear as a lack of direction if included.
Story told through a video game should allow the player to explore minor details further than a movie can. More so with the ability to replay and reload. I can find out how a character would react to various different things in a video game where a movie will only show one. Watching a movie a second time through will allow you to pick up on more details that were there, while a second play through of a video game should allow you to pick up on brand new information.
