No, the protagonists are definitely not portrayed as "good guys." It's basically a farse about how fucked the US intelligence system is. Seems pretty accurate too even with how absurd it is at times.
When I lived in DC I dated this girl who worked in intelligence. Her brother was in the NSA and both of her parents were high up counter-terrorism people at the FBI. The characters of Tom and Eddie honestly remind me so much of her dad and brother it's wild.
