40W of laser is different from a laser that requires 40W to operate.
The terminator in T1 makes a whole range of tactical mistakes. It leaves its "apartment" with weapons drawn at one part. Unnecessary hostile to landlord. Breaks bouncer hand at tech noir instead of just paying, retreated from car crash instead of killing Sarah just there.

Medical and industrial lasers work well because they are used point blank, so no meaningful beam divergence, and you can take your time - the patient or sheet of metal aren't going anywhere. Even then your goal is to cut - very thinly - not to remove a bulk of material. Which you would need to do in order to disable someone in a similar manner to a rifle.
