far as i can tell, the way it work is that some watchdog group monitors a torrent by being a downloader/seeder in it, and getting your ip from there, THEN reporting that to your isp on behalf of the copyright holder, which your isp then has to slap our wrists about.
i just got my first notice recently and that's what the details and such made it sound like anyway.
isp didn't even tell me to watch myself or that i got some sort of "strike" so it feels like they're paying lip-service just to say the did it but don't want to lose a customer over it so have no real push behind it
