It's because they know they can't replace him no matter what. People would be pissed off. His performance is iconic with JJJ that pretty much everybody that voices him now tries to mimic his voice.

But it collides with the fact that this actor in this character interacted with different actors. It's like Mortal Kombat Annihilation where most of the main characters' actors were replaced and it was off putting as hell.

It's not really that off putting. Comics have different interpretations of the same character all the time while another one that is faithful is still going. It's why he's an online news host now in the movie, to push forth that he's not the same JJJ. Most people don't really think that much about it and are just happy to see him back. Everybody at my theater was really happy to see him. It was honestly the biggest reaction I saw from the audience in the film.

Imagine MKA with a 100 million dollar budget and that's what this is

The Bond Films had the same actor playing M over multiple Bond actors many times. Bernard Lee was M for Sean Connery films, George Lazenby and Roger Moore.
Robert Brown played M for Roger Moore and Timothy Dalton.
Judy Dench played M for Pierce Brosnan and Daniel Craig.
