They're not real voice actors. They're "anime voice actors." The same 30 Americans who only ever voice anime dubs and make a living signing autographs for fat girls at anime conventions.
Getting actual accomplished voice actors would, I assume, cost real money, so these companies don't do it. Manga Video in the 1990s had their shit dubbed by a classical stage actor, a guy famous for narrating history documantaries, an already long-standing voice actress and singer, and a girl who was in soap operas on British TV.

The only thing I've ever really appreciated about subs is they took the effort to explain little nuances about Japanese culture in references to jokes or colloquialisms, shit even signs in the background. Turns out it's only assholes online that do this shit for free that will take the effort or put in the work to inform you about all this interesting shit. Then when Hulu or Netflix or whatever shit streaming site supposedly with all this money to have it translated and aired with voice actors can't even be bothered to make sure the dub and sub translation match. Not to forget the fact that they outright change jokes and local saying to some western nearest equivalent. I don't even waste my time watching either version of legally acquired official release anime.
