CIA is talking about the bullet fired out of his firearm, due to air-resistance out of a moving plane. It's funny, he attributes alot of feelings and genders to material objects, and he seems to almost share a connection with them. In the next scene he actually calls his gun "hired" and praises it's loyalty to him. Did he feel as though he merely hired the firearm? Did he borrow it from a fellow agent?
A popular theory is that CIA's old partner and mentor KIA was killed in action by Bane and his merry men, which is why CIA harbors such hatred against Bane. Most likely CIA wields the gun formerly belonging to KIA as a memento to his friend, and feels a sense of betrayal to how easily the gun changes loyalty to CIA only days after it's master's demise.
If one looks closely in the series "A Game of Thrones", CIA can be seen in the background going on about ladders. It is very possible that he's on the autistic spectrum, and this is what drives him to obsess about being in charge.

And I'm not sure I'm gonna get away with it this time. I guess I'll uh, I mean, ah, I guess I'm a pretty uh, I mean I guess I'm a sick Bane.
