Because the context is different. In Wayne's world, Wayne refuses to allow corporate sponsorship of his show, while his actor blatantly advertises several products. They deliberately take you out of the movie for comedic effect, and the advertisement is honest.
Jack and Jill includes a terrible advertisement as part of the story and the joke is to laugh at how terrible that advert would be if it was real. Despite this, the product its advertising actually exists and the producers were paid to sell it to their audience.

It's not a parody to perform the object of your parody completely straight faced and then give commentary afterwards
