Split Second.
Rutger Hauer as a cop on the edge chasing a giant mutant rat through the sewers of a near future flooded London.
Also starring Kim Cattrall (still with her Star Trek haircut), Pete Postlethwaite, 3000 (yes there is an actress called 3000) and a tin of Red Stripe
Features the immortal dialogue "We need guns. BIG FUCKING GUNS!"

Most of the special effects are actual models and whatever film/camera tricks that most most people don't remember how to do anymore.

That poor movie is forever in the shadow of 2001 even though it's actually quite good.
