It's Bloodsport. They basically made a movie about That Guy who brags about being in the navy seals, how he is a black belt in 4 different martial arts, and how he won a super secret deadly karate tournament but can't show you the trophy right now because the CIA confiscated it
Lionheart was pretty great and on par with bloodsport. Sudden death was pretty good too and obviously street fighter
Can't be the true thing because most of the footage was lost on the cutting room floor because it would have earned them an NC-17. Same with Desperado and Event Horizon.

I liked Cyborg,
but I liked Cyborg 2 and Nemesis more. The former is a sequel-in-name-only but is a much more ambitious movie, despite still being low budget.
The latter is another "Cyborg courier on the run" Albert Pyun action film.
Cyborg is a personal favourite, but Universal Soldier is the superior one.
