I've been watching some scenes just now and the voices aren't THAT bad. Even though Shinji being voiced by a tranny is a shame, he still sounds like a dweeb and it isn't absolutely terrible. Not really. I guess the Asuka VA is at least somewhat OK in the less demanding lines. Ritsuko is very bland but she's not exactly intense in the first place so she comes off as decent sometimes(not until the later episodes anyway). Gendo sounds twice older than Fuyutsuki somehow. Yui is more letthargic and disinterested than Rei. Also the stupid actress does not realize she needs to mimic the facial expressions of the characters because it's obvious she was never smiling while delivering Yui's lines.
All the more important or emotional scenes are a disaster.
I would say ADV has lower lows and higher highs but on average the new ones is actually marginally better because some of the side characters sound at least quasi-professional and not like an ADV office janitor getting extra $10 that day

Subs are decent for the most part from what I've seen. The differences between them and the dub script can be pretty significant especially in the less important scenes. In most cases the difference is in favor of the subs as it should be given the limitations you face with dub scripts(number of syllables, matching animation, etc)
