Now, as for why they didn't get the original actors back? That's probably because most of them aren't very good and it's cheaper to do it in-house.

NGE started off bad, looked vaguely interesting in the middle when it hints that the protags will throw off the plan and decide humanity gets to evolve on its own (after the angels are dealt with) but throws all that away by the end when the writers appear to drown themselves in their own grief over dead parents or something - with some evangelist/kabbala type spirituality thrown in.
The kids don't get to do anything or change nothing - all their actions are just part of the plan/prophecy. Only Asuka gets to cut loose at the end and even that's momentary.
At least GITS was vaguely understandable in its quasi-spiritual mumbo-jumbo. And the writers understood basic logic and military action/preparation.

Gainax owns all rights to anything produced for their licensed properties. This is SOP for all anime licensed worldwide. The original studio gains the rights and materials for anything produced for their work and can reproduce said material at-will.
This was proven many years ago when Trigun was licensed to Singapore and included the English dub/subs on the R3 release. Pioneer USA tried to sue and lost. This is also why Madmen can easily add English dubs from North America while choosing to produce a new subtitle translation as American translations (ADV, FUNi, Bandai) were known to take liberties.

The happy ending was them imagining a world where the whole angel thing never happened and they were all friends at school IIRC.
What a number of viewers -- mostly westerners I'd imagine -- were expecting was one where the kids and the Major/supercomputer staff overthrew the Sealy's(?) plans for bringing about the rapture and decided to let humanity evolve in its own way.
An ending were the penguin turned out to be the last angel and destroys everything would have been better than the writers' confused spirituality sperging out onscreen.

I just rewatched it recently, and I'm happy with the ending. Throughout the series the whole theme is people struggling to understand and connect with each other. So thematically the episode 26 ending is satisfying since the barriers between people are gone and Shinji finds a way to be happy.

I was expecting them to kick the prophecy and the negative "humanity is always doomed" theme inna teeth by preventing both the angels' and the spiritual conspiratards' future plans and letting humanity just continue on by itself.
Midway through I was thinking that would be the message - that chasing spiritual perfection isn't the ideal and you have to come to terms with all the pain, disappointment, etc., and take life as it is in stride. Instead it's just some religobabble techo-rapture.
