Not really. It's boring. Chernobyl was gifted with excellent writing and direction, which are the only things that set it apart from the genre. Enemy (malevolent state or other) + Powerful force/entity = imbalance, which the hero(s) restores. It's practically Pokemon when you cut it open. It makes for good results when it has the right talent behind it, but it's a rare enough thing. GoT for the first few seasons is an example. You could do it with practically any historical event.
I'll use a historical event generator.

Enemy = Spanish/French/Americans, depending whose telling it.
Hero = the Americans or the British.
Cue an HBO series depicting the slavery issues, the thread of a revolt, the breaking up of the territory, etc, all the while combating tornadoes and the likes. Probably from the point of view of a rookie politician or a semi-seasoned law man come in to police the place, with an additional cast of fifteen other people.
Horror comes from the actions man takes against men, and ultimate horror is the actions nature takes against man.

it was soviet secret police, there was a (later declassified) germ warfare research lab and weapons testing ground literally 2 minutes away from where they were found. they used concussion grenades and the favored method of advanced interrogation by the secret police was to compress the chest with 2 people, essentially strangling and compressing the chest, hence the weird injuries. russians are just so cucked by their government that they could say unicorns killed them and russians would accept it without question.

As horrible as this was, I can't think of how you could stretch out this story to a +1 hr movie.

The real mystery to me is why you wouldn't euthanize someone in the advanced staged of radiation sickness. They're not going to recover. The dying process is agonizing, and cannot be properly mitigated. Suffocate them with nitrogen and be done.

I did some reading/research up on it and the medical team never mention amputating his leg. They actually rejected the idea of amputating his arm because of the fear the wounds would never heal at that stage. So the likelihood of that photo being him seems unlikely. Unless it was done earlier and not mentioning in medical records (unlikely).
