The first time I noticed these in my country I had to do a double take. Thought they were selling some random gore cards or something for few seconds. Smoking is on the decline though but that's because of a price increase a few years back not because of some retarded images.

Tobacco works more as a habit than a real addiction. I only got cravings when i did something where I used to smoke, like having coffee on the morning or on work breaks. It's not heroin.

It doesn't cut down on public health costs at all, it costs a shit ton of money, even when you factor in premature death from smoking.
It's just that in most jurisdictions, the taxes levied on tobacco bring in far more money for governments than they spend on healthcare for smoking-related illnesses.
