I remember an interview with Tarkovsky on how most Mosfilm movies were specifically made FOR the taste of the soviet comittee with the task of distributing the cinema production.
No one in the comittee liked Tarkovsky's movies, but since he won international awards, they gave him some resources but not much distribution in the USSR.
