Thats why if the nuclear power plant fails as bad as physically possible to fail, the outcome is +5% cancer rates for a lot of people over a long time, or something like that, and not hundreds of thousands or even millions dead on the spot and cities flattened. You just built away from cities and the destruction doesn't travel to them.
