It is possible to travel to other planets using theoretical propulsion systems and actually get there within a reasonable time for a crew/colony to do, the problem is time dilation, further and further away we go and faster we go.

I think you underestimate how strenuous it will be to even form colonies on the moon and mars scientifically let alone politically/culturally once its a viable option and there is no reason why they have to listen to earth. I wouldn't be so pessimistic. Given we survive another 150 years it's almost inevitable we'll have the tech to travel to these nearest stars. If you think about it all we need is one breakthrough: AI. After that, you just give the AI the problem and it solves it exponentially faster than we ever could. Cancer, Alzheimer's, FTL travel, you name it. If we were smart we'd invest literally all our manpower and money into inventing safe AI and then just let it do it's thing and we reap the benefits.
