The entire core of the story is Stark worshipping, Stark propaganda, and ultimately, Stark vengeance. People praise GRRM for “subverting expectations” with morally ambiguous characters and sometimes the “bad guys” being powerful for a longer time than usual, but in the end pretty much everyone bad dies and it was foreseen from the beginning that the Starks would end up ruling and returning back to their original, relatively comfortable and wealthy, noble life. All Stark deaths (Catelyn, Robb, Ned) were there to create more focus on the existing Starks so that they can get their revenge on literally every other house, mainly the Lannisters and Boltons.
GRRM created a story about the Starks tragedies, losses, wins, general adventures/endeavours and their interactions (and defeat) of the Lannisters. That’s it. ASOIAF/GoT isn’t as groundbreakingly nuanced as Martin memes it to be.

But there is also the fact that in ADWD GRRM starts giving a lot of attention to Justin Massey and every scene with him involves him doubting his faith and people talking about needing to burn someone as a sacrifice. Then in TWOW preview Stannis mocks him and sends him on a pointless mission but he needs to stop at the Wall, where Shireen is, first. So I think he has a part in it. He may even lie and tell Mel that Stannis is dead when she asks if the Pink Letter istelling the truth. But either way your right, D&D likely changed it because they didn’t want Jon to live because of a girl burning.
