The movie was obviously inspired by old and obscure mummy novels. In books it's usually a cursed queen, a wasted lover. There are mystical themes too, such as resurrection, astral body, possession and mind control. Mummies aren't the same kind of monsters as Dracula or something. They have much more human nature, emotions and behaviour.

Ok so that's why she's kinda sympathetic villain. In previous movies mummy was just a generic baddie, kidnapping the girl to sacrifice her or just chasing for a powerful army to rule the world. Here we can actually root for her despite her monstrous nature.

Maybe. I don't remember black and white movie so well. All I remember is that Karloff had a lot of close up scenes on his eyes, they were creepy. In the new movie we have a lot of close-ups on Boutella's eyes too. 90s movie was hardly a mummy film, more like a clone of Indiana Jones with more bombastic approach.
