The point you seem to be missing is the locals weren't being given anything. They were being paid a few worthless scraps of paper in exchange for pointless and meaningless work. The things the chinese actually brought that were of value, they wanted to keep to themselves and use only to fuel their attempts to extract cheap resources from the region.

If the locals were being paid in a manner that would allow them to develop an actual infrastructure, or do literally anything but continue to work for the chinese, the chinese would be engineering their own exit from the region. For they would be creating a competing entity, that would drive up the local value of the resources they wanted, thus pricing themselves out of the only reason they were actually there in the first place.
