Not necessarily, I'd say that Parks and Recreation does flanderization well because it takes characters that would otherwise be one-dimensional and manages to make them interesting through interesting situations and interactions. The characters themselves are more like archetypes than regular people, but this ends up adding to the overall experience of the show because you get to see how these conflicting personalities clash or compliment each other. I think flanderization is bad when it reduces characters to one note caricatures that only exist to add that thing before disappearing back into nowhere. Kevin from The Office is a good example of this because he starts out as kind of a dope but then transitions into just a complete retard by the last few seasons. He ceases to become a character that's part of the office and just pops in and out when the writers need a joke about how dumb Kevin is.
