Pretty bad. Violated a bunch of laws. Sacrificed her crew over the well being of some fucking aliens they just met. You aren't supposed to interfere lady, if the Ocampa are going to get wiped out by the Kazon that's just how it goes, you should have left them alone and used the array to get back home then and there.
Her main problem was the writers were too scared to make her human and fallible.
Riker and Worf questioned Picard's decisions, and Dax could give her input to Sisko, but because Janeway is a woman they were scared to have the male characters second-guess her, which is boring.
She got home with only a few casualties. But that's not good enough so she violates more laws to go back and try again getting everyone home. Erasing 30 years of history those crew members had in that lifetime.

Her biggest fucking problem was dealing with the Kazon in the worst way possible of not just giving them water.

The problem with Voyager was really the finale. The writers just had no fucki g clue what to do. So it was just Deus ex machina horseshit. Hey I know how to stop lasers guys. Let's just put more plating on the already massive bulkheads. Because starships weren't already massively over armored to begin with. Fucking dumb.

Well if you read the books her final move against the borg pissed them off so much that they launched a full scale assault on the alpha quadrant killing billions. She makes Sisko look good by comparison. As sisko found the worm hole and got the dominion involved in the alpha quadrant.
