I've always loathed this argument. You can have high quality shows with many silent scenes, in fact, it takes both talent as well as strong cohesion between the screenwriters to convey the subteties they want evoked in the scenes, the directors to properly translate that in the tone of shoots, and the actors to display those subtleties on screen. This is difficult. Easier to just have a character make long winded speech about his emotions and thought process.
The issue is that GoT didn't try to do that. Instead, it jerks itself off on long cinematographic shots that last 30s each, random scenes without much consequences but that just look cool at that point (arya and the horse is a major example) but serve no purpose plot or character wise and are only left to be forgotten in a week, or 50m of fighting only to show no one really died in the end.
