You should either do some industry training like film school, mostly to try and make connections, but also for easy practice.
Or start making your own work, like a miniseries on youtube. Find like minded people to do it with. If you can get a large enough audience you can parlay that into industry work of some kind, even if not directly into getting your own project.
You won't just be able to sell spec scripts or be hired as a writer, as a nobody and you very likely also don't deserve to.
Also I hope your ideas aren't high concept high budget genre films, because you should learn to write simple dramas first as they'll actually be makeable, and the fundamentals of those translate directly to making good genre work later if you do still want to do that.
