I don't believe that there is any one "greatest actor or actress of all time"; that may sound like a cop-out, but it's the truf. While an actor may excel in dramatic recreation, he may lack in improvisational comedy. To become the truly greatest, one must not only master all forms of simulated behavior, but they must master the spectra of comedy and tragedy to such a degree that none others can ever hope to surpass it; indeed, true "perfection" is required, and I'm afraid I'm a pessimist when it comes to debates on the Existence of Perfection.
But Lee Can Cleef is pretty good. His characters in "For a Few Dollars More" and "The Good, the Bad, and the Ugly" were good contrasts, and the internal character of Angel Eyes in the latter is expertly portrayed by Van Cleef, though Sergio Leone could be credited just as well for his direction.
Which leads me to another subject: the directors' roles in an actor's performances...
