It's not though. One of the biggest breakers of immersion in films (and shows) about real events is how small they make the world seem with the same people showing up over and again. If they embrace that and just have a lot of different people come and go then it really would feel more real. It just wouldn't give you as many clear cut "stars", would make it a bit harder to produce and direct, and is outside the comfort zone of people known for wanting to keep repeating antiquated processes and methods over and over instead of innovating.

Apples and oranges. In that they are trying to tell a fictitious story centered around a main character. Here they are trying to tell the story of an event where the event itself (and aftermath) is the main character. Having people come and go as they really did, with the intentional bit of confusion and crowdedness, would make things feel more real, happening in the real world. Give just enough information about an entering character to let their scenes play out, and don't be afraid to let them go away when their part is done. Composite characters are always a disservice to the real people involved and trick the watcher into emotionally investing themselves in a fiction. Yeah, they came clean on it after it was over but it would have been more honest to say it at the start or better yet show multiple characters being detained and dissapeared to give an impression of the scale of the thing.
