chandler was outright funniest
Joey and phoebe were very funny, Joey was cartoonishly dumb and phoebe was completely unpredictable
The other 3 were normal storyline platforms that filled in space until the funny 3 had something to say.
When the funny 3 had storylines it was crazy off the wall stuff like joeys acting and phoebes insane hippy whatever. Chandler had normal storylines but his screen time just meant getting blasted with comedy.
