NBC doesn't own Frasier (or Cheers). It aired on NBC, but was produced by Paramount and is currently distributed by CBS Television Distribution.

CBS also has the rights to Criminal Minds in the U.S., although Disney has the international rights.

Also, the situation has changed somewhat since the Disney buyout of Fox: Warner sold its shares of Hulu back to Hulu, and NBCU is in the process of trying to sell its shares to Disney (which will leave Disney as the sole owner, and in a position to eventually merge Disney+ and Hulu).

None of CBS, NBCU, or Warner have streaming services with any significant market share, although they certainly have the libraries to try to build them (especially if CBS and Viacom/Paramount re-merge).
