Exactly what the song says. The Soviets were attempting to expand their empire into South America and funded militant groups to do so, while the US funded other militant groups to stop them. The Democrats wanted to score political points against the Republicans (who were riding high on the perceived victories of God-Emperor Reagan, Our Lord and Savior) so they passed the Boland Amendment which made funding militant groups to match the USSR illegal (more specifically, it meant the President had to ask Congress for the money, and the Democrat held congress would obviously reject the request).
This is of course South America, which lacks any form of governance tradition outside of the imported colonial Big-Man Plantation system, so these Contras (a loose assortment of groups that were willing to fight against the Socialists for money) were all drug cartels. The Socialists were also drug cartels, but the Soviets didn't have to worry about elections and all that stuff so they didn't care. The media often labeled these groups as "Right-Wing" because of their opposition to the USSR-backed Socialists, but in truth they were largely apolitical outside of, y'know, taking money to fight the USSR.
So Reagan got around all that by selling arms to Iran and then sending the profits to the Contras, which meant he never had to ask Congress for anything. This is, of course, completely illegal. When the whistles got blown, it all got covered up and Oliver North took the fall. When Bush took power some time later he vacated the charges.

Yeah, the Hey Ya version by The Blanks was great, and the other music moments you mentioned. But as in «song written for and performed by TV characters» this is the best one I can think of
