Easy way to have a proactive human protagonist in the movie. Military guy had an excuse to be able to easily be all up in Godzilla's business.
Iirc Military involvement in movies has to be cleared by the Military, they refused to be involved with Avengers because they thought SHIELD was fucking dumb and made no sense.
However they exist in Iron Man 2, 3, and Captain Carol.

It still takes like 30 mins or so to see Godzilla in KOTM and aside fron Larva Mothra most of the prologue is setting up the human elements the critcs hack opinions rung very hollow once again its as if theyre just trying to invent reasons to shit on kaiju without even keeping their opinions consistent between two films of the same franchise.

KOTM is capeshit because of the lame quips and hamfisted ensemble cast writing. 2014 is much more serious and focused on a few characters instead of a whole team of monarch scientists

Im not sure if youre agreeing with me or not but i also found the critics bitching about the lack of humans in KOTM when there very well may be more. I do think ot was a tad more interesting in some parts, i liked alcoholic chad dad and Tywin Lannister more than bland military dude and his dad who dies in half an hour from 2014 but the daughter in KOTM was shit and really dragged the human element down.

Except in KOTM the kaijukino is given much more screentime and the capeshit elements arent given as much focus as the capeshit in 2014 which makes up the bulk of the film until the climax.

KOTM is totally ruined by the family bullshit, the action scenes too weren't consistent, they always cut back during the monster fight scenes to show the humans, it sucked balls and fuck it

They didnt add the dad for the sole purpose of shooting down quips he was the main character and telling the quipsters to shut up was just a side job to most of his screentime which was stopping the kaiju menace. I agree that most films would be better without the stupid MCU quips however KOTM uses them much more spareingly than marvel and the movie certainly isnt ruined over a couple of shite jokes.
