Israel has some decent films here and there and some shows as well.
They are present in festivals here and there.
Im sure you know "waltz with bashir".
For example the kino series "In treatment" was originally an israeli show.
Some other shows were also acquired from israel by both US companies and others.
The issue in israel is that it has a tiny population and in the not very distant past all films and shows were partially or fully sponsored by the state through all sorts of organizations and funds.
