A human's defining trait is their intelligence. And Godzilla has displayed more intelligence than Kong so far.

What might be the plot is some neutral agency wants to control the alpha titan. Godzilla cannot be controlled but Kong can be, so they use US tech to juice Kong up into a frenzy, and they give him Godzilla-proof armor. Kong gets the upper hand initially but his frenzy goes too far and he goes berserk destroying cities. Godzilla returns for a rematch, they wear each other out before the evil agency deploys Mecha-Godzilla to finish them both off. At this point Kong's rage has subsided and he helps Godzilla defeat Mecha-Godzilla.
