It's got "bizarre" in the name. The whole premise is that it's got wacky and interesting fights.
It's quite obvious that the characters are meant to be weird and outlandish, while the characters themselves take the story they are put in more seriously than we do.

I read Part 5 a long time ago and I just really enjoyed it a lot.
Great fights, good stand designs, paced well (for a long time), and the characters bounce off each other really well (the Gang and La Squadra both)

The appeal of JoJo largely lies in incredibly manga artistry, which gets lost entirely in a shitty rushed adaptation so people have nothing to latch on except memes and QUALITY.
SnK on the other hand is originally drawn like crap, but has a fantastic story, so it shines in animation.

Think of it this way: Diavol predicts a certain number of fated events within 10 seconds. If those fated events include him fucking someone over, then he can just skip straight to it. If those fated events ends up fucking him over, then he can re-position himself to avoid his fated event, and the time skip shows as such. It's why he can't hurt anyone during timeskip UNLESS he's fated to do so, otherwise he just moves in an optimal position to attack them after the timeskip.

Let's use the time he "blew away" 0.5 seconds to dodge Narancia's bullets as an example. He foresaw the attack coming, and he didn't actually move - the bullets just phased through him - so he is clearly incorporeal during the erased time. However he can also attack you during erased time, even though he is incorporeal. How does this work?

He becomes incorporeal when he nullifies fated events done TO him. He's able to damage/attack people during erased time ONLY when he's fated to do so, showing the results of the damage he's already done.

Adding to this, it's why he doesn't just kill people randomly during erased time. It HAS to be fated to happen during an exchange of blows, which is why he usually tries to kill people outside of the erased time. That doesn't mean he can't hurt anyone during those fated events, which is why you get moments where he actually overpowers someone during those moments and just skips straight to the results of them being wrecked by Diavolo. He only becomes incorporeal when he needs to dodge undesirable events thrown at him.
