Xenon slows down the nuclear reaction, because it slows down the neutrons emitted by the fuel. That's why you see Akimov and Toptunov struggling so much at bringing the reactor up in power before the test. It can't get up on power any more really, the reactor is literally suffocating in a gas that physically slows down fission.
The technical mistake here is that they should have brought the reactor at almost full power, thus burning up all accumulated xenon in the core, before bringing it down at 700 MW. But that would have taken almost a day, and Dyatlov wasn't interested in delays.

I'm not sure if all of them knew that the core had been running at half power for 10 hours straight, because that's what caused the xenon accumulation in the first place. But at least in the show Akimov seemed to be aware of the possibility and had the right instinct.

They should have known, that's part of why it's partially their fault. Basically every nuclear reactor has to deal with this shit, even today.
